International HS Codes: What You Need to Know

In July 2023, Whistl Parcels introduced important updates to our international shipping services, making it easier for customers to send goods overseas with confidence. These changes included the mandatory use of HS codes for our International Insight service, alongside enhanced validation of item weights.

This page explains what HS codes are, why they matter for international shipping, and what the changes mean for your business.

What are HS Codes and Why Are They Used?

HS codes (Harmonised System codes) are internationally recognised numerical classifications used to identify goods moving across borders. Customs authorities rely on them to assess duties, apply regulations, and process shipments accurately and efficiently.

Using the correct HS codes is essential for avoiding delays, additional charges, and compliance issues when shipping internationally.

Mandatory HS Codes for International Insight

While HS codes were already mandatory for International Tracked services, from 17 July 2023, Whistl Parcels also made HS codes mandatory for our International Insight service.

To support accuracy and compliance, we introduced validation checks to ensure the data you provide is correct. If an HS code is missing or incorrectly formatted (for example, including full stops, commas, or hyphens), you won’t be able to print a shipping label for your International Insight item.

HS Code and Weight Validation for International Deliveries

As part of these improvements, we also introduced validation for individual item weights.

The combined weight of your products must match, or exceed, the total parcel weight (including packaging). If the weights don’t align, you won’t be able to generate a label for your International Insight shipment.

Example:

If your parcel contains three items weighing 150g each, the total parcel weight must be at least 450g, plus any additional packaging.

Please note: the maximum product weight for an International Insight item is 2kg.

The Benefits of Using HS Codes for International Shipping

Harmonised System codes play a critical role in global trade. Using the correct HS codes for international shipping offers several key benefits:

  • Precise customs declarations: HS codes ensure goods are correctly identified at customs, reducing the risk of misclassification and helping shipments move smoothly across borders.

  • Accurate duties and taxes: Correct HS codes allow customs authorities to calculate duties, tariffs, and import taxes accurately—so you only pay what’s required.

  • Regulatory compliance: HS codes support compliance with import and export regulations, trade agreements, and sanctions, helping your business avoid costly delays or penalties.

  • Improved supply chain visibility: Standardised product classifications make it easier to track inventory and manage international supply chains consistently.
